We have a similar situation in our troop. We now have a Transportation
Coordinator. We are also putting on the permission slips, the part that
gets turned back in, a part that something like...
I can / cannot drive to I can / cannot drive from I have room for____
The folks who cannot drive can contact the Transportation Coordinator
and find out who has room which direction, then they can contact those
folks themselves and secure transportation for their son and his
equipment. It's the parents responsibility to get their son to the activity.
The Transportation Coordinator just points them in the direction of finding
a ride.
It may not be ideal, but it's the best idea we've come up with as of now.
One step at a time.
