No, the SM is not the *only* person who can initial off rank
requirements. He's just the one responsible for deciding who can. The SM
has the responsibility of designating individuals to sign off rank
requirements, and which requirements they can sign. It is likely that
the reason the handbook only mentions the SM is because of that
responsibility.
