The RECIPIENT of the West Fellowship gets to wear the knot and
recieves the certificate. If you gave $1K in your own name, then
you get the certificate and knot. If however, you've given the $1K
in the name of a Scouter, Scout or community leader or member
(which is the suggested way the award is to be administered!), then
*that person* receives the certificate (and knot if a BSA member)
in an appropriate ceremony.
In this way, the award DOES honor those youth (and veteran Scouters
that have perhaps received everything they *could* receive)!
