How about "On my honor..." and "A Scout is Trustworthy" and leave it to
the District/Council Board of Reveiw to determine the rest? They are
the one's closest to the issue and should be the one's determining if
the candidate (regardless of age) is qualified to wear the Eagle Scout
Badge
