You are absolutely correct. In my mind the age has never been the
concern, per se.

I think 'age' has been a code word for questioning whether the Scout
unit in question is awarding merit badges for being in the room when
the subject was discussed, alive, but not necessarily awake. <G>

I have occasionally run into units that teach school in the evening,
and everyone gets the badge at the same time. Usually young people
free to do so have jumped their ship to join ours, when they discover
that while they were in night school, we were out sledding, and while
they were watching TV on Saturday evening, we were listening to the
coyotes sing.
