I would prefer when webelos do webelos activities. They are still cub
scouts. They get to see and look forward to being boy scouts, but they
are not boy scouts yet.
If a troop wants them to to be trained, the troop can train them after they
cross over. An activity like planning is specially difficult to teach for
cub scout leaders which don't have the benefit of older boys in the
troop which are example and leaders.
