Based on the response below from National, I must restate that I believe the
local council office misunderstood and is trying to apply Exploring/LFL rules
to Venturing Crews. Unless its the first time the unit is registerring....

It is my understanding that dual registration within a troop and a crew is
OK. The only time I can think of when this doesn't apply is when you are
starting a new unit. Everyone can use an already existing registration. If
I remember right, you have to have at least two paying youth.
