During our district commissioners meeting this evening the council
purchasing manager (and fellow commissioner) said that they had
actually taken a ruler to the old and new books and found that the
new ones are approximately 1/2 inch longer than the old ones. We
then proceeded to point out that this was another way of increasing
the size of his Scouter's pension by requiring us to buy new covers
that are designed to fit the new book.
