Gary,
The idea here is to give your Webelos Scouts a taste of what Boy Scouting is
about, which should be outdoors activities. For the boys this is whole lot
more fun than attending meetings. That said it makes a lot of sense to
require more than a visit to a Troop meeting and a chance to see the
exciting stuff. The requirement used to call for a camping experience, but
is a little broader now. I would interpret it to mean any activity where
the Troop you are visiting is doing an activity outside of their meeting
place like a hike, campout, camporee, cookout, bike rally, or even a service
project.
