My troop asked a boy to leave last year....for cause.
A unit I service dismissed two boys last year ...for cause.
There is some indication that scoutmasters are tied of being the behavior
modifier and when the boy sctops participating in the program the
"contract" between the parent/child and the chartered partner has be
breached.
Not asking about previous scouting experience or interests is not wise in
todays comgress.

The word "negligence" ome to mind.

I read Mike Bowmans Response and I think he pointed the right direction.
No boy should be rejected in a perfect world.
This is not a perfect world.
