Yes, Judy, we have the same problem in our District. At a Roundtable, we
discussed the fact that either troops are too small or have too few boys who
need the training to put on an effective course for them. We decided to take
the syllabus for the SM JLT and make it into a day-long district event. We
required each troop who sent boys to send at least one leader (to make sure
they understood how to put on this training) and just expanded it. We used
some older boys to do the games and it worked very well. We have done this
for 2 years now and have had an average of 40 boys.
If you are interested, I could send you some information we have on it. I put
together a small booklet for the boys (to encourage note taking) and also the
day schedule. I can't e-mail it to you, but could copy it and send it via
snail mail. Give me your address and I'd be glad to do that.
We have not been told by our DE that this is not allowed. Since the training
of junior leaders is the responsibility of each SM, it is up to him/her to
find a way to get their boys trained. Of course, our DE feels that as long as
we offer this training, troops won't do it in their units. We have found that
most troops do a troop training in the fall after they elect new leaders -- we
offer our District JLT in May. It has worked great for us and no one has ever
said we can't do it!
