Junior Leader Training

At District Roundtable last night I was told that at this month's
Commissioner Meeting there was a discussion about Junior Leader
Training. The Commissioner Corps feels that there are units in this
District who are too small to have the resources and personnel to do JLT
within the unit. I was asked if the District Training Committee would
be willing to provide JLT on the District level.

I understand that this used to be how JLT was handled; then several
years ago National decided to kick this back to the unit level. We
presently offer a leader orientation in use of the materials within the
unit, but presently do not offer this training on the District level.
Our Council does offer an annual JLT course, which, by the way, is
called Brownsea 22. It is my understanding that Brownsea is considered
the "advanced" course, since it is a week long resident course. The
Commissioners feel that there is a void in the middle, because some of
the units are not doing the preliminary training.

My questions to the list include:
1. What is National policy regarding District level JLT? Is unit level
JLT recommended or required?
2. Do any of you offer JLT on the District Level?
3. If offered on the District Level, how is it handled?

I would appreciate your insight.
