I would like to point out that this is going off on a tangent. The
original message made clear that:
1) The leader had just been to training 2 weeks before and KNEW the rule.
2) The leader was approached about breaking the rule and deliberately chose
to defend breaking the rule rather quit.
The request for help in dealing with this kind of defiant behavior on the
part of a leader NOT specifically about alcohol use or abuse.
