While I haven't seen the new book, and from your description I would
probably have chosen different language, I do not believe there is any
change intended. What the handbook is doing is keeping the focus on
who APPROVES the people that can sign the HB right where it belongs,
with the SM, for the statement from the Policies book quoted above
makes that clear. While the list includes the TYPES of people who
MIGHT be authorized to sign, the ultimate list of who can ACTUALLY sign
is determined by and maintained by the SM.

Therefore, absent specific instructions from the SM to do otherwise (a
delegation of his authority by him to the others who can sign), the
logical place for a Scout to go to get the signature is to the SM, for
it is the SM who maintains the list and can then direct the Scout to
someone authorized to test and sign off, if he is not going to do it
himself.

Again, the language might not be clear, but I can't see any problem
with Johnny going to the SM to get the book signed off and the SM
sending him to the Troop Guide or a SA. This way there is no ambiguity
- the first place to ask is the SM and HE/SHE will tell the Scout if it
okay to go elsewhere.
