In our troop, the money comes from two sources, prepaid fees, and shared
fund raising profits.
Prepaid fees are those fees (such as Philmont fees) that are paid in
advance for upcoming activities. Shared fund raising profits are those
that are set aside from troop fund risers were we choose to allow scouts to
share in the profits. Both go into the same account, but we also have
separate records on the prepaid fees.
There is no doubt that the prepaid fees belong to the scout. Those funds
must be refunded if the boy leaves scouting. (Example of an exception: If
the funds were used to pay for transportation reservations, and the scout
did not go on the trip, the funds would only be given back to the scout
when the transportation carrier refunded the amount paid.)
Troop fund raising profits are given to the scout courtesy of the troop and
the chartering organization. Those funds do not need to be given to the
scout when he leaves the troop or transfers to another troop. They money
by rights belong to the troop. But the troop may, with permission of the
chartering organization, allow the money to be transferred to the new troop.
When would I (personally opinion) allow that? If a scout had earned a
significant amount of money and that money would allow the scout to
participate in a major event in the new troop, then I think the money
should be transferred. But I would get the O.K. from the proper troop and
organization leaders. But without those two factors, I would prefer to
keep the money in the troop.
