IMO this should be handled as follows:
1. Scout earns money during a Troop fund raiser - money stays with troop
when scout quits scouting.
2. Scout (sometimes read parents) deposits money into account to pay for
activities - transfer money to new troop or refund to scout.
3. Scout has money and transfers to a new troop (near or far) - transfer
money to new troop.
This policy should be promulgated prior to establishing scout accounts, or
it can be established now to use at a later date.
