This problem is very closely tied to the thread on By-Laws. The troop
bank account, especially the individual Scout account, is one area that
definitely needs to be covered by some sort of official policy so
everyone knows and understands "where the money goes" in situations like
the one described by Drew.
National tells us that the troop does not have a bank account or own any
property. The bank account and property belong to the chartering
organization. Therefore, the Scouts really do not have a Scout account
with the unit. What they think they have really belongs to the
chartering organization. If the unit folds the bank account reverts to
the chartering organization. IMO, a Scout choosing to leave a unit is
"folding the unit" as far as his relationship with it is concerned.
"His" account should revert to the chartering organization.
