Nope: this is not a Pack decision, or a leader decision either. Each Scout
in the Webelos Den can decide, individually, to change from the blue uniform
to the khaki one. This can, and often does, result in half the Den wearing
the blue uniform that they have not yet outgrown, and the other half wearing
the khaki ones that they bought when they DID outgrow their old blue ones.

Webelos Scout Book, 1995 printing, page 8:

"As a Webelos Scout, you may choose between two uniforms. One is the blue
uniform you wore as a Cub Scout. The other is the tan and khaki uniform you
take with you into Boy Scouting. You and your family choose which uniform
you will wear."

This is followed by a picture of two Webelos Cub Scouts sharing a book
together. One is wearing blue, and one is wearing khaki and tan.
