NO!!!!!!!

Don't HOLD ANY APPLICATIONS, David!!! This is what gets a many a
unit and local Council into DEEP WATERS!!! Please don't hold
applications...take those bad boys down or mail them out to your
local Council POST HASTE!!!

Why?? At the same time you mention, June 1, is when the BSA
*counts heads*, and if your District is holding back numbers until
then, it inflates numbers that aren't there. It may be a good way
to manage the "school year problem", but we should NOT be telling
Scouters to HOLD applications for ANY reason!!

And besides, those Cubs ARE covered by the BSA's general liability
insurance as guests and potential members once they sign the
application (not really; they are covered during the activities
they participate in as potential new members. This has been a
longtime BSA policy, and your Council's insurance carrier may have
a different slant on this than me; I would go with them!)

But at the same time, those boys CAN advance and CAN meet together
during the summertime even if the Pack doesn't "qualify" for the
National Summertime Pack Award. Many Packs DO meet during the
summer once or twice just to "keep the Pack together" and to do
some kind of fun activity (or to raise money like at a carnival or
summer festival).

We should be recruiting youth EVERY CHANCE WE GET, because there's
a large market out there for youth; every one WE don't get, some
other organization or group DOES get and it's hard to do several
things consistantly at the same time!!
