We've been around this track before, methinksL! :<) . Actually, my
reading of the "prohibition" on smoking is simply that Councils have the
discretion to ban it if they wish (that's the importance ;of the word
"may" in "may not allow" as opposed to language such as "shall" or "must"
not allow).
Most councils (including my own, I think) have adopted the policy
(implicitly if not explicitly) that if you must smoke, do it out of the
presence of the boys. Most scouters lI'm aware of in the dcouncil adhere
to this policy (although I personaly know a couple that don't and
should).
Seems like a reasonable compromise to me.
