Sir,
Allow me to take a stab at your questions:
"Why is this a problem?" Not a problem but an "unresolved opportunity".
"Why do you have two?" For the simple reason it facilitates the program and keeps both groups focused on their respective objectives for the unit.
"Why not one meeting combined so every one knows what's going on?? Had a meeting that went a marathon 4 hours on a school night; way too long. Some info not needed by all present. (CM's wife walked in at 11:30 PM in her nightgown (from her house down the street) looking for her husband. But that story is best told around a campfire.)
"Why aren't your Den Leaders part of the Pack Committee???" Because they are Commissioned Scout Leaders, not Members of Committee. This is straight out of BSA Reg/Bylaws. Now I agree that they may attend IF invited by the Committee Chair.
Why am I responding to all these "whys"???? Because you care about our youth and the Movement. And THANK YOU for doing so.
Respectfully,

Former IH & CR and Den Leader Coach, Pack 1064, Los Angeles Area Council
And "did time" as District Chairman
Now the Exploring Service Team Chair in Baltimore Area Council (You want a discussion on Service Team "Members" vs. LFL "Participants"?)
Back to Gilwell...Saturday a week ago. Camp looks great!
