Well, first of all you need a machine that is allway's online, so it can
receive E-Mail directly.
As Operating System I sugest a Unix. (Solaris, AIX, Linux, FreeBSD or
similar) then you could use the well known Mailinglist package called
Majordomo.
I know that there are also solutions for Micro oft Windows, but you have to
buy them. Solutions for unix normaly are freeware.
Or you could ask you scouting association to host this list for you. I don't
know where you are from. I suppose USA. But I also don't know if the BSA has
a Listserver where they could offer that lost. I think ScoutNet USA hasen't
that possiblity...
