But let's be realistic about this. It's not as if he is being required to be
flogged or keelhauled. Under the worst of circumstances, he has to earn two
Merit Badges which he wasn't planning to earn -- Swimming or Cycling or Hiking
and Personal Fitness. Granted these are normally summer or spring Merit
Badges so he may need a few extra months to get his Eagle. And granted that
they may require him to demonstrate a level of Physical Fitness which he had
not counted on. But it isn't like the change which was made in the '60s when
the Eagle project was added (when I earned the Eagle, there was no project
required.) And since you said that he could have gone for his board of
review any time during the past year, those few months would seem not to
matter that much to him.
So the former requirements are history for him. Long live the requirements.
I am sure he will complete them and be a proud Eagle Scout.
