You're right that there's a disconnect here between what Scouters
have been told in the field and what the Insignia Guide states.

And that's what is SUPPOSED to happen with regard to them, David.
All five, in a row on the right pocket flap of the Cub Scout shirt.
I can't find anything here except articles from _Scouting_ which
stress that the pins are supposed to be worn there. And the
Insignia Guide is silent (as it should be, I guess) on wearing more
than one.

Whoa!!! Not necessarily this is the case. While only ONE patch
should be worn on the pocket, a Cub Scout CAN wear both the plastic
Progress Toward Ranks fob AND a permanent World Conservation Award
or District Camporee or Council Scout Show or WEBELOS Day patch
sewn to the pocket. The same would go with the WEBELOS Compass
Points patch and the arrow points alongside with a permanent patch
on the pocket. The Compass Points and Progress Toward Ranks
emblems are designed to suspend from the pocket button.

The Attendance pin goes on the LEFT pocket, not the right one. It's
actually is supposed to go like a medal, above the left pocket
(it's one of the things I'm scanning this evening for inclusion in
the online Insignia Guide).

In some Councils, you can indeed wear more than ONE "recruiter
strip"; I would check with your Council and see if they have any
objections to the wearing of multiple Recruiter strips by your more
"ambitious" Scouts.

Technically, they don't and it's okay to wear them both. One's a
TEMPORARY emblem (the Progress Toward Ranks or Compass Points
patch) and the other is a PERMANENT emblem (or as permanent as can
be until the NEXT event *smiling*)! Some fellow Commissioners
would however, agree with you in saying that either one or the
other and not both should be worn. We're both right.

I wish that I could provide a documented answer, but I can't. This
is something that the Uniform and Insignia Committee is going to
have to explain in the NEXT edition of the Insignia Guide (which is
currently being worked on!)

However, if your Council says that your Cub Scouts can EARN the
National Summertime Pack Award twice, or three times or even five
times, then they are giving your Pack the permission for those Cub
Scouts whom earned the award to DISPLAY the award pin on their
uniform in the CORRECT PLACE. And according to the Insignia Guide,
the CORRECT PLACE is on the right pocket flap of the Cub Scout
uniform.

One final note: Although the Summetime Pack Award is a PACK Award,
ONLY THE CUB SCOUTS AND WEBELOS CUB SCOUTS WEAR THE PINS!!! We
adults whom toiled through the summer months to provide the program
CANNOT wear the pins on our uniforms. BUT...

....there's NOTHING that says you cannot wear the Summertime Pack
Award pin as a lapel pin or tie-tac on your CIVILIAN clothing (and
in some Packs, that's EXACTLY what the adults get to do with
*their* Summertime Pack Award pin!!)
