National Summertime Pack Award pin wear

There is a discrepancy between what I say, based upon the Insignia
Guide, and what my CC says. I hope that you can help.

The question is how many National Summertime Pack Award (NTSPA) pins can
be worn?

The insignia guide, or at least my slightly older copy, doesn't say one,
but it doesn't say 5 either. Since this is a Cub Scout award, a boy
could earn one for each Summer for a total of 5... summer before 1st,
2nd, 3rd, 4th, and 5th. Granted, five could be a bit much, but all five
could fit.

Looking at the Insignia Guide, one could extrapolate and say that the
right uniform side is for "ones"; one temporary patch or one Progress
Towards Ranks (PTR) fob or one Compass Points emblem; one recruiter
patch; one NTSPA; one Cub Scout World Conservation Award (CSWCA); one
Attendance pin, so on and so forth. However, I couldn't find anywhere
in the Insignia Guide where it said you should only wear one of these
things. Some of these are intuitively obvious. A boy would never get
more than one PTR fob or Compass Points Emblems and the Attendance pin
is setup to attach further years. That leaves patches and the NTSPA.

Hmmm, multiple Recruiter patches? What a way to show that a boy was
able to get four of his buddies to join than to wear four Recruiter
paches!

If the rule of "ones" applies then the boy cannot wear his Day Camp
patch, or more importantly his CSWCA patch, sewed to his right pocket
and wear the PTR fob since they take the same uniform position. What a
shame!

What are your thoughts? What are the "real" rules and where are they
documented?
