Rank Advancement Question

With the Scout Handbook suppose to be available in January, and knowing that
some of the requirements for Tenderfoot to Life have changed, a question
came up last nite at the troop committee meeting.
If a boy has all the requirements signed off except for Scout spirit (that's
reserved for our Scoutmaster to sign off during the Scoutmaster's
conference) Scoutmaster's conference and his board of review, will he
be required to do any new requirment to satisfy the rank advancement?
Scenario:
A boy has everything currently completed except for Scoutmaster conference.
*AFTER* April 1, he appears for a Board of Review. Does the Advancement
chair inform him that he must complete the new requirement since it is
after the April 1 deadline, or can the board take place.
Bruce, Mike B., Mike W., Judy...anyone have a "written" reference for this
I can refer to?
