HAVE to sell out stock?

I'm on digest mode so my apologies if no one else pointed this out.
Councils no longer are required to sell out old stock before putting out new
when it comes to handbooks and manuals and such. They can now return them for
credit. That means that any council selling old handbooks and not putting out
the new is shorting the program for both your youth and you.
I strongly suggest you go to the council office and "suggest" that someone
call national supply and check out this "rumor you heard from another couple
of councils" to avoid this problem in the future.
