One point I haven't seen yet are the health and safety issues:
With individual tents, there is the not insignificant issue of what
to do with personal tents not up to the rigors of Boy Scouting.
Tents with decorative rain flys that don't keep water out can
quickly lead to hypothermia and other serious problems.
Even older, experienced Scouts and leaders can miss the
symptoms. I also don't stock parts for the multitude of different
tents out there. . .and when a pole snaps, etc. I'll do my best
but I'm not MacGuyver. Another safety issue. . .
As everyone decides what is best for the way their individual
troop operates, don't forget the health and safety aspects of
your decisions. Have a backup plan whatever road you take.
