I don't know what you've done before, but our Wood Badge courses here
in GSLAC have been using the "SPL splasher" -- a catapult. The
patrolas are arranged in a BIG circle in a field, where they are
provided with plans and materials. The SPL is in the center of the
circle, dressed appropriately.=20
The patrols have to build their catapults, at which point they are
provided with water balloons.
