some rough suggestions:

For each district committee meeting, prepare and review with staff leader
and district chairman a work plan for each operating committee.

Prepare and give an inspirational "D.E.'s minute" at each roundtable or
district meeting.

Contact the head of each chartered organization during a twelve month
period. Consider them "customers" and call on them regularly.

Make sure that meeting notices are prepared and mailed out in a timely
manner (10 days before meeting) each month.

Develop a year-long work schdule for meetings, training experiences, and
activities. Backdate these activities with a complete set of tasks for
each event.

Recruit and offer personal coaching for enough "functioning" commissioners
to provide a 1:3 ratio with units in the district. (Do not include
A.D.C.'s or other administrative commissioners)

Visit 2 new unit organization prospects each month for a year. Explain the
program and what Boy Scouting has to offer the youth of their organization.

Arrange to speak and visit 12 service clubs or other community group during
the year.

Make sure an annual calendar is issued to all district and unit volunteers.

Develop and use a complete, updated District Fieldbook.

A district newsletter of news column in the council bulletin to inform
volunteers of upcoming programs. (timeliness of the newsletter)

All district activities and events have income and expense budgets approved
in advance, including the use of purchase orders, field receipts, and
assigned account numbers.
