Bob,

You can't have the BoR without the council's signature, and their main job
is verifying the dates and records. Have they signed the application? If
they did, they fouled up, because their signature line on the app says they
are certifying that all the dates are correct.

My advice: Contact the Scout and tell him his application has date
problems. Tell him you can't hold a Board until the problems are resolved.
Tell him to contact his unit advancement chairman and start getting the
dates straightened out, then resubmit the application. It's the Scouts
application, so the Scout should be responsible for fixing it. Also if you
do feel you have some reason or responsibility to contact the unit directly,
in my opinion you should be trying to contact the unit chair or advancement
chair instead of the Scoutmaster. The Scoutmaster is responsible for seeing
boys advance, not for record keeping, and you've got a record keeping
problem here.

Here's how we avoid this sort of problem in our district: the Scout turns
their app into the district Eagle coordinator who checks the app for missing
information and errors such as date problems. If there are problems, the
Scout is advised and works with his unit to fix them. About 1 in 10 has
problems. Next it goes to the district advancement chair, who checks all
the dates against the district files. About 1 in 5 has problems with
missing records or dates that don't match. The district advancement chair
works with the unit advancement chair or chairman, or sometimes the
Scoutmaster, to figure out what's wrong with the dates. Sometimes he goes
to the council office and researchs their records. Finally, we turn the app
into council, who does their thing and signs it. This is not the standard
way of handling Eagle apps, and was created in our district 3 or 4 years
ago. Not all districts in our council do it this way, but the council likes
the way we do it because our apps never have problems. We figure we save
every Eagle candidate a couple of weeks in the council in-basket, we get to
track what's going on so the paperwork doesn't get lost, and the district
gets a spot audit and repair of its records each time, which reduces
problems for the next Scout.
