Nope.

It may be *your Council's policy*, Jim, but it is NOT BSA policy.

The BSA over the years has steadfastly told Council Scout
Executives that there is not a "plan" or "path" for service awards.
Henceforth, a Scouter may receive the Silver Buffalo Award for
National service to youth and Scouting way before he or she
receives a Silver Beaver Award for service to youth and Scouting in
a geographic area represented by a local Council.

The District Award of Merit (or Division Award of Merit, in those
Councils with separate Exploring, Venturing or other Divisions), is
NOT a "stepping stone" to receiving the Silver Beaver Award or any
other local Council service award. However, this is another one of
those areas whereby your Council's leadership determines how the
award will be presented and under what circumstances.

In many Councils, this "trail of service" starts with local
Council-designed awards to recognize one or two years of volunteer
service, followed by a "Presidents'" or "Commissioners'" Award to
recognize volunteers typically at the three to four year point;
followed by the District/Division Award of Merit for five to eight
years of service, and then the Silver Beaver or other service award
for ten years or more of service. Again, this is how many Councils
divide this outward.

But again Jim, there's not a reason in the world why a person that
have done exceptional service at the Council level for the past ten
years or more (the minimum according to National "standards")
cannot receive the Silver Beaver Award and NOT be awarded anything
else other than training awards or keys prior.
