Bylaws or Guidelines or Parent Handbook Info

it seems to me that this is more a matter of
semantics................yes, we have called ours Bylaws but the actual
tital on the final handout is Troop Parent Handbook/Guidelines and
Bylaws..........the idea was NOT to create a bunch of rules but to set
down in black and whiote what the current practice of our Troop
is.........how do Scouts get equipment?...........how much are they
expected to pay each year?........how will the Troop assist
them?...........what type of behavior is expected and what can a parent
expect if their son does not meet these expectations............what can
a parent exxpect to see at a meeting? an outing?.............what type of
activities do we plan each year?.........hopefully, this is a work in
progress and not something set in stone.......
