Frank, while I don't particularly agree with _requiring_ new Scouts to _buy_
tents, I can understand where you are coming from.

We have already tried:
QM manages tents and assigned to each Scout per trip
Tents issued to Patrols and patrols are responsible
Tents are dried and cleaned at Scout hut and never go home for
cleaning.
Tents go home with Scout for cleaning and drying.
Mark on tents the name of the patrol and number each component.
Has anyone actually got a workable system?

Any of these systems can work. Whatever system is in place, it requires a
lot of work from several people to make sure it works. As an example, if
Scouts are required to take tents home for cleaning and drying, it is
important for the QM to make frequent follow-ups and make sure the tents are
returned quickly and in good condition. An adult leader should also be
assigned to assist the QM in these efforts. A primary concern is that Scouts
are aware of the fact that they are responsible for the condition of troop
equipment. Scouts who cannot take care of the equipment (i.e. take the tent
home and throw it in the basement for a week and then bring it back
unopened) can be asked to provide their own shelter (or shelter for their
patrol) on the next campout. Above all it comes down to training the Scouts
on how to care for the equipment, and why.
