It depends on your council.

There is (I don't recall whether its talk or real) a new law requiring
increased background checks on each person in charge of youths.
Our council made a deal with the county: We may ommitt that
increased background check if we do a new county approved
2 hour long youth protection training for every leader, every
two years. I don't think we could acknowledge an other council's
Youth Protection Certification.
