I wish our district would do this. I think their concerns are overblown.
Our district list is woefully out of date, and I would dearly love to have a
more current list between the rare times they feel it worth the time and
money to copy a new one.

It would certainly be possible to ask permission on the MBC registration
form. I think this is not as big a deal anyway. Aren't most of these people
listed in the phone directory? Telemarketers no longer rely on phone lists
anyway. They just have machines that dial every number in an exchange. Who
else are the MBC's worried about?

The scout still cannot work on a merit badge without the SM's signature on a
blue card. The SM still picks the counselor.

The paper list is just as incomplete now. Our district does not publish the
full MBC list, only those who are willing to counsel outside their troop. I
still have to merge our troop list with the district list. How would having
the district list on a web page be any different?

I think your district, like mine is afraid if new technology, and of losing
control of something. I wish more official scouting info was available to us
faster.

Just my opinions, and worth what you paid.
