YP Certificates

How long is the Youth Protection Certification good for?

When I ask this question at a local level, they cannot find any written
policy.

Our council states that the certificates are good for only three years. To
keep current, you must retake the course every three years. I do not want
to start a debate on weather this is right or wrong, but rather does
national have a limit on this certificate.

What started this? When I first took the course I received the certificate
that National provides. It had no time limit. When I was told that I had
to retake the course when working at Day Camp, this certificate was not
National's, but a photocopy with a time limit typed on it. The second
course showed the exact same video I originally saw.

I do realize that the local council may place other stipulation. I would
expect a written policy. So why can they not find it?
