I'll throw another wrinkle into this discussion. About a year ago, our
council made the decision to not worry about blue cards. The only
council record of a Scout's earning a MB is through the Troop
Advancement form. Obviously, this means that no one at Council is
reviewing counselors, and there is no way to stop a lax troop from
"pencil whipping" their boys through the MB program.
We, as an individual troop, have started filing the council section of
the blue card. Our District still maintains a MB Counselor listing,
which our SM still uses to match Scouts with registered counselors. Our
boys know the rules, you don't start on a MB without seeing the SM
first. I can't speak for the other troops in our Council.
