the "troop copy" of the blue merit badge card?

I see the section that the counselor keeps... I see the section that is
turned into the council (Application for Merit Badge)... and I see the
section "Applicants Record"... I have never seen a part the thr
troop keeps....

I do, upon having the opportunity to talk to a new parent upon their
son's earning of his first merit badge, tell them the importance of
keeping these cards in a safe place... and I do keep a file of
copies of the form 4403...... (computer generated by TroopMaster for
those now discusssing how best to keep records) but I do not keep blue
cards....
