Let me modify my original comments after reading Bruce
Cobern's excellent addition.

What I would object to is as a matter of course
requiring the scout to have "X" amount of time in
your unit before signing off scout spirit.

I would start off by discussing the issue of scout
spirit with the scout, going over the items that I
mentioned in my first post. If, at that point, I
had any doubts about whether he actually did his
best to follow the scout oath and law in his daily
life, I would have no problems in pointing out what
I was unsure of, and asking the scout to wait until
I was comfortable in signing. =


To be fair, I should state that my tendency would be
to accept what the scout said unless there were any
red flags, just as I do when a scout comes to me
with a partial merit badge. In the case of a partial
merit badge, I might ask him who he worked with, why
he didn't complete the badge with that counselor, and
a few specific questions (e.g., what was the thingie
that you made? what was the subject of your speech?
what was the hardest part of your talk?). I'd try
to handle the "scout spirit" situation in the same way.
