However, we do use third party "observations" to deny scout spirit, such
as trouble with the police, reports of "unscoutlike" behavior outside of
scouts by committee members, other parents, teachers, etc. Shouldn't we
use the same approach for "proving" scoutlike behavior? Why not let the
scout provide letters of recommendation attesting to his scout spirit
from his former scoutmaster, teachers, etc.?
