Fellow Scouts-Lrs,
Repeating myself from the 2nd Class review message (last week)

Ever OnWard to: 1st Class (in less than a year)
What National has for us to look at in advance of 1999 for changes
to this rank mostly look reasonable. Many of us registered scouters
may apparently get this little flyer mailed to us or it will be =
made available at Council.
The page numbers associated with each requirement aren't listed
so this reviewer can't be sure they did a complete job. I like
to see all the pages listed rather than 1990-98's style of missing
one page out of a sequence or starting on page 2 of a book topic.

1stC:Req-4e Actual Cooking 3 meals, Supervision, Saying Grace
An Improvement and close to how I have guided it. i.e. Cooking
in every scout type aspect from idea, selection to disposal.
Req-4c Could be improved to Obtain/Insure the Cooking Gear w/QM
Req-4d Is going to be TOUGH and violated by many of the Adult Leaders
Req-4e Pretty much the same. As I discussed awhile ago the difficulty wit=
h =
the write up is the NP=3DNew Patrol situation where all 7 or 8 boys want =
to
share the cooking on each campout.

Hurray for Req-9b, T'is about time.
Hurray for Req-9d, This Line Rescue described in the requirement
isn't in the current BS-Hndbk. I wish they did all the rescues
that are in the book or that the YMCA/YWCA teaches.
Req-9c I DON'T LIKE at ALL (even) if it has Good merit.
It is the first requirement that prevents most scouts, scout families
and troops from taking a scout all the way to 1st Class without =
having to wait for Summer Camp facilites and equipment, or pay someone =
to find another way to get through this 1st Class requirement. The only
way I see this working for financially challenged and CanDO scouts in
CanDo troops is that TROOP is going to have to buy and have PFD's in
their equipment pool. Even with this it may be difficult to find a place
like the Y or a School Pool that will allow you to do this during the =
cold months most of us have north of Texas.
2ndClass means Troops have to buy Backpacking Stoves
1stClass means maybe troops have to buy PFDs
Bottom line:

Mostly An Improvement, Some CONGRATULATIONS to Irving, and other =
Scouts-Lrs that input or work directly with National.
I DO NOT like Req-9c one bit. Yet I am only one voice.
