The philosophy that I have read here from
our Scouts-L colleagues and that is a bit =

in the books goes like: v v


1>At the Pre-BoR SM conference (Yours/His)
Retesting, as you described it, is not done.
It is CHAT time, time to have a Personal =

Growth discussion, and agreement, time to =

talk about how, when, and with whom he did =

things, time to talk about relationships and =

his Troop improvement ideas. The SM-Book has
a pretty good write up on discussion topics.

2>At the AnyOldTime SM Conference (Yours/His)
(I.E. Whenever at Your or YES His choosing)

If you see or feel that his skills upkeep aren't
where they should be even though the troop's program
has piles of upkeep opportunities CALL a meeting. =


This AnyOldTime SM Conference can be used for piles
of reasons for example ScoutSpirit misunderstandings
or the Clean in the Scout Law.

3>The Troop's Program
Working with your other Active Leaders, ASM's, SPLs
JASM's, PLCs, and your Troop Committee members your
troop program should cover skills refreshment.

Your troop can do this in MANY ways including =

participating in Council or Camp events or following
several of BSA's guides e.g. the Pull Out in =

BSA's Scouting Magazine or that Woods Book.

IT IS DURING your troop's program you ASK to see =

each scout, you wonder about, do that fun Clove Hitch,
Tautline, BowLine, Square Lashing, CPR, use a compass,
do a Menu, describe how to measure height, or perform
or train one of their SashASized Merit Badges.


4>Summary
a>Build A Program that provides Skills' UpKeep
b>Have an AnyOldTime SM Conference when you see
a "to be Star", Life, or Eagle isn't using
the program or isn't demonstrating UpKeep.
c>Also use an AnyOldTime BoR if you need more
help getting a boy upkept.

5>Boys dropping out after Eagle
The E-BoR and the E-CoH should be accomplished =

such that the boy knows he can't just STOP.

He would be lying both at the E-BoR or at the
E-CoH when asked several questions or asked to
recite the Eagle Charge.

How he continues after Eagle is another question
since flexibility on both sides is important.

If you think or know they will drop scouting like
the plaque when Eagle at 13 I would discuss this
with them and have a BoR discuss this with them.
Discuss now so EACH won't be surprised if the =

Troop won't approve their Eagle Application =

because they wanting to CUT and RUN is not
something you wish to support.

Every troop and place is Unique and many troops
do allow their Eagles to Cut, Run, and be =

forgotten. Hopefully you can build some agreement
with the adults not to let this happen in T319.




6>Old Handbooks (What I do)
a>Tear out the sign-off pages and make a =

new mini booklet with a CardBoard cover.
b>This mini booklet and all those Blue cards
are placed in a Zip-Lock Bag. =
