The Guide to Safe Scouting (http://www.usscouts.org/safety/g2ssI.html)
contains the following RULE:
1.Two-deep leadership:
Two registered adult leaders, or one adult and a parent of a
participating Scout, one of whom must be at least 21 years of age or
older, are required for all trips or outings. There are a few instances
such as patrol activities, when no adult leadership is required. Coed
overnight activities require male and female adult leaders, both of
whom must be 21 years of age or older.
I would interpret the last sentence to mean that since the leaders are
female, it is a coed overnight activity, and at least one male leader
over age 21 must be present. I'd also call back and quote the above
when you ask the Council Exec. (BTW - who did she talk to? A janitor,
secrtetary, District Exec., or the Scout Executive?)
