The Scoutmaster or his designee is arbiter of last resort on "testing vs
review"
The Scoutmaster sets the progress through various means like "raising the
Bar' for the good if the program.
We are not schools of efficiency ,advised the founder
BUT
Once the SM passes the boy on to the BOR that closes the door on testing...
