Neil Lupton <NeilLup@AOL.COM> was on the right track, but since
females *can be* citizens of the United States, I don't think this
policy would apply:

In this case, it would seem that we would run into a lot of women
in our everyday occurance as Scouters....and remember that its the
Girl Scouts of the *USA* that awarded them the First Class or Gold
Award.

And I *know* that there's a LOT of women whom are holders of either
(or their precedessor awards) that wished that it *was an medal*
that could easily be worn during formal occassions. For some
unexplained reason, it was decided that pins and cloth badges would
symbolize the awarding of Girl Scouting's highest youth
advancement.
Great try...I looked there before I crafted the request to National
to see if there was any other way around it other than to create a
new "knot emblem". There *is* a way if the female Scouter wishes
to do so: wear the pin or cloth badge as a "temporary emblem" on
the right pocket. However, remember the location where on a lot of
women, both right and left pockets "fall upon", and this would be
impractical or "not available" to be worn at that location.
(and yes, I did include that fact in the request; I didn't get an
answer back with regard to that, which told me that I did have a
slight point there....)
