Seems to me that the above statement describes a lack of Scout Spirit
and leadership. A leader cannot lead if he cannot or will not teach.
Neither of these qualities make the scout(s) in question candidates
for the next level of advancement.
Perhaps a meeting with the scout(s) and the parents would help the
matter. It could be that the boys have never let the parents know
(other than dropping 'hints') that they weren't interested in the
program. Getting them to talk it out could solve the situation for
all.
Just a thought...
