The problem with this logic is that it fails to address the issue of all the
poor Scouts living in the wealthier countries. I can't speak for the other
countries who pay a surcharge, but I know plenty of inner city Scouts in my
council and Scouts from our rural farming communities that can't afford the
high cost of the World Jamboree. The unintentional result of our good
intentions is that only the wealthy Scouts in the US can afford to attend a
World Jamboree while even wealthy Scouts from poorer nations are subsidized.
Would it not be better to subsidize from all nations based on individual
need?
