Re: retest at SM conf

Gary,

I suggest you get the material from National on Merit Badge
Counseling. (Or ask me to send you a copy of the Orientation
for Merit Badge Counselors I put together-it references the
National material.) In this material you need to look closely
as the PURPOSES of the merit badges. In there you will find the
answer to your question and even more important, the reason
behind that answer. In a broader sense, you could also look at
the Aims of Scouting and keep in mind that Advancement is only
one of eight methods to reach the Aims. Can you explain to
yourself where re-testing fits into the Aims of Scouting?

Personally I do not think re-testing at a Scout Masters
Conference is good use of your time. There are more important
things to talk about. Yes you need to be sure the Scout is
ready for the BoR before you pass him the SCM conference, but
they should not be re-testing in the BoR either.
