advancement question

Got an advancement question for all of the gurus out there:

Have a 17-yr-old transferring into my troop from a troop which has
gone defunct. It seems that the former troop was not very good at
filing paperwork with the council, or even at returning it to the
boys, so we are trying to get verification of his rank of Star so that
he can make the stretch run for Eagle.

Question is, what sort of paper trail needs to be found/created so
that when the Eagle application is sent to national it doesn't get
summarily bounced back? Also, given that the only record the boy
seems to have currently is the collection of MBs and rank patches, how
would you go about assembling this paperwork?
